In Loving Memory of Steven Niebauer

Steven Francis Niebauer, 76, of West Bend, Wisconsin passed away peacefully on February 12, 2025, surrounded by his loving family.  A devoted husband, father, and grandfather, he leaves behind a legacy of service and dedication to those he loved.

Born November 18, 1948, in Madison, Wisconsin to James and Jean Niebauer, Steve dedicated his life to helping others, both through his service in the U.S. Air Force as well as his career as a pharmacist. Steve was in the Air Force from 1970 to 1974 and was based at Chicksands Air Force Base in Bedford, England, where he met his first wife, Judi Free. Steve and Judi married November 27, 1971 and had their first daughter, Kelly Anne (Stueber), while living in England and their second daughter, Kim Nicole (Schmitt), after their return to Wisconsin.  The family moved to Madison in 1974 for Steve to attend the University of Wisconsin Madison School of Pharmacy. He graduated in the spring of 1978, not long after the birth of their third daughter, Kristen Marie (Nielsen). Steve opened his first pharmacy in West Bend after graduation and served the local communities for over 30 years with his various stores.

Steve found love again and married Nancy Boeck on January 18, 1991, and through their union, he gained not only a partner but also a stepson, Jason (Boeck) who became a brother to his daughters.  Throughout their marriage, Nancy showed unwavering support and stood by every step of his career, including the twenty years he dedicated to IPC, where he fought for the future and survival of independent pharmacy and was recognized as a leader in the industry.

Steve's compassion extended beyond his profession.  He was a proud volunteer for Meals on Wheels for many years, ensuring that others were cared for and made the world a little gentler for those he served.  His kindness extended to all creatures, great and small, and he shared a deep love for animals with Nancy.  He had a passion for showing horses and in his younger years, dedicated countless hours to training and caring for them that went beyond the arena. However, his love for his horses was not about the competition, but rather the connection and deep respect for these animals.  Steve also had a special place in his heart for their cherished dogs, who were constant companions in their lives.  In recent years, that same dedication carried over to his love of coin collecting, always searching for unique pieces with the same patience and care he put into everything he did.

Beyond his family, Steve was blessed with friendships that meant the world to him.  His dear friend, Rick Graskey, was his favorite fishing partner, sharing early mornings on Big Cedar Lake and stories and photos that will live on in memory.  Steve deeply valued the loyalty and dedication of his long-term pharmacy employee, Sue Kedinger, whose hard work and friendship he never took for granted.  Steve also appreciated the support and camaraderie of his Meals on Wheels supervisor, Sharon, who made his time there even more meaningful.

Steve is survived by his loving wife, Nancy, 4 children, and 10 grandchildren: Kelly (Scott) Stueber (Hannah (Jamison) Kozar, McKenna), Kim (Michael) Schmitt (Brodrick, Sophia Slaugenhoup), Kristen (Dave) Nielsen (Kaden, Colin, Jack Reabe), and Jason (Sara) Boeck (Paige, Madison, Landon).  He also leaves behind his dogs, Dilinger and Diago, who brought him companionship and joy every day.

The family would like to express their heartfelt gratitude to the compassionate staff at Horizon Home Hospice and Kathy Hospice for their care and kindness in Steve's final days. Their support brought comfort and peace, and their dedication will never be forgotten.

Steve will be remembered for his generosity and the impact he made on everyone who had the privilege of knowing him.  His legacy of love and service will live on through his family and all those whose lives he touched.

In honor of his memory, a Celebration of Life will be at 12:00pm on Saturday, February 22, 2025 at the Phillip Funeral Home Chapel (1420 W. Paradise Dr. West Bend, WI 53095) with Pastor John C. Bass presiding.  Military Honors will follow the Service.  The Visitation will be at the funeral home on Saturday, February 22 nd from 10:00am until 11:45am.

In lieu of flowers, donations may be made to the Washington County Humane Society, Cedar Springs Ranch in Slinger, or to the Wisconsin Stars and Stripes Flight, which Steve was scheduled to participate in May.


A life well-lived, a heart well-loved, Steve will be deeply missed and fondly remembered.
